At the foundation of new China, the public security
organs in Shanghai, Nanjing, Tsingtao, Harbin, Xi'an, Nanchang etc. took the
lead to set up police dog divisions, on the basis of taking over the police
dogs of the police organizations of Japanese Puppet Regime and of the
Kumintang
Administrations. These divisions did a good job in solving criminal cases and
searching narcotics, and thus made contributions to the consolidation of the
new born people's regime.
In 1957, the Ministry of Public Security built up two
teaching & training teams of police dogs, and introduced some excellent
breeding dogs from the former Soviet Union, Democratic Germany, and North Korea.
On September of 1961, the Ministry of Public Security dispatched A Circular
on Using Police Dogs, affirming the contributions made by the dogs to solving
criminal cases, pursuing escapists, and guarding the frontiers and coastal borders,
etc. and stipulating definitely the scope, principle and sanction of police
dog uses.
On November of 1962, the Ministry of Public Security
sent out A Circular on Reinforcing Police Dog Works, which required that there
should be more provision of police dogs, better equipments and treatment to
handlers.
On September of 1963, the Ministry of Public Security
placed police dog work into Rules of the Work of Criminal Applied Science (Draft).
Since then, this special technique has gained general recognition and sound
development in public security organizations.
By the end of 1965, the two training teams had run training classes for professional
police dog officers for totally 20 times, training more than 1 000 handlers.
And there were about 1 500 police dogs all over the country and more than 500
grass-roots units were equiped with police dogs.
According to the statistics by the Department of Public Security of Shandong
Province alone, from 1961 to February of 1962, police dogs went to the scenes
for 2 560 times, did identifications for 768 times, and assisted solving criminal
cases for 1 105 times. During this period, China started providing foreign aids
of police dog.
During the Cultural Revolution, police dog technical
work suffered reproach and was finally stopped in 1968. In 1972, the Ministry
of Public Security proposed in A Circular on Several Problems of Criminal Investigations
that "Police dogs can be used when needed in frontier, coastal and remote
areas". This made a step toward resuming police dog work, however, the
special technique of police dogs couldn't be fully resumed due to the special
historical background.
Since 1979, after the Third Plenary Session of the Eleventh Central Committee
of the Chinese Communist Party, two police dog bases in Shenyan and Nanjing
were restored successively, and two new bases were set up in Nanchang and Kunming.
Nanjing base was later transformed into Nanjing Police Dog Research Institute.
On November of 1984, the first National Conference on Police Dog Work was held,
issuing Provisional Regulations of Police Dog Work and A Six-year Plan for National
Police Dog Work, which symbolized the development of police dog special technique.
After that, the Ministry of Public Security established Shenyang Police Dog
Technical School, and entrusted Nanjing Police Dog Research Institute with the
task of starting publication of Police Dog, a bimonthly magazine.
On May of 1988, a national conference was held to exchange experiences on police
dog work. On the conference, it was proposed that police dog work be developed
as an important part of criminal investigations.
According to the statistics by police organizations
of the whole country , each dog solved on average 4.3 criminal cases in 1989,
and 5 cases in 1990. A 4-level network of police dog work was formed from the
Ministry of Public Security down to provinces, prefectures and counties. Police
dog bases were set up in most provinces, municipalities and autonomous regions.
In this period, many national conferences on police dog work and of academic
exchanges were held, 5 volumes of academic papers were published, 7 special
textbooks were compiled, many research projects were awarded the Prize of Scientific
and Technological Progress at national or provincial level.
In 1996, Committee of Police Dog Division of China Criminal Scientific and Technological
Association was set up. At the same time, there was also a faster development
of police dog work in the Chinese People's Liberation Army, Armed Police Forces,
customs, railways and forestry.
From 1992 to 1998, the unfavourable system and the improper macro-management
led to a sluggish or even lagging development of police dog technical work,
and to a decline in some areas.

On December 28th, 1998, the Ministry of Public Security decided to adjust management
system of police dog work, which represents a new opportunity for the development
of China police dog cause.
On February 12th, 1999, the Ministry of Public Security held a meeting on the
adjustment of management system of police dog work in Beijing. It was pointed
out at the meeting that police dog work is an important component of criminal
technical work, has a role that cannot be replaced by other technical means
and therefore must be greatly strengthened. It was also pointed out that ministry-affiliated
police dog bases, research institutes and police dog technical schools should
shoulder the responsibility of promoting the development of China police dog
work, brace up to make good use of the opportunity, work hard and train special
personnel, turn out more achievements in scientific research in order to provide
better conditions for investigating and solving criminal cases, and strive to
open up a new prospect for police dog work. In addition, the meeting made a
division of jurisdiction and responsibility of those ministry-affiliated police
dog bases, research institutes and police dog technical schools, and decided
focal points of their works.
Criminal Investigation Bureau of the Ministry of Public Security set up a police
dog technical work office on May 16th, 1999, and held regional meetings of police
dog work successively in Nanchang, Shenyang, Nanjing and Kunming from April
to June of the same year to act in the spirit of the administrative meeting
of ministers, resuming and/or developing regional police dog technical work.
Since the adjustment of management system of police
dog work, the leadership of the Ministry of Public Security paid much attention
to resuming and developing police dog work. The problems concerning police dog
technical work were studied for three times at the administrative meetings of
ministers, and three summaries of the meetings were issued, setting specific
tasks and requirements on police dog technical work of the whole country.
Party committees of the Criminal Investigation Bureau implemented the instructions
of the leadership and party committee of the Ministry of Public Security. They
decided that efforts should be concentrated on ministry-affiliated police dog
bases, research institutes and police dog technical schools so as to promote
the development of police dog work in each province. Thus, they took a series
of measures to have an overall evaluation on and make some adjustments in the
leading groups of ministry-affiliated police dog bases, research institutes
and police dog technical schools. They practiced the personnel system and organization
reform, unified the names and functions of internal offices, employed middle-level
cadres through competitions, standardized the teaching system, perfected management
rules and regulations on police dogs, and therefore started and/or resumed police
dog technical work.
From 2000 to 2001, the Ministry of Public Security
successively held a symposium on teaching police dog techniques, a national
conference on publicizing and reporting police dog work, a national conference
on police dog breeding, a national conference on file management of police dog
work, and a national symposium on training and using police dog techniques.
As a result, some professional rules and regulations were worked out, such as
Rules of Police Dog Breeding, Operating Rules of Police Dog Breeding Management,
Rules of Police Dog Selection, Rules of File Management of Police Dog Work (Trial),
Stipulations of Propagating Introduced and Original Domestic Breeding Dogs,
Methods of Police Dog Earmark Management, Methods of Grading B-level Units of
Police Dog Breeding, Rules of Training Police Dogs, Rules of Using Police Dogs,
Criterion of Assessing the Training of Breeding Dogs, and Criterion of Assessing
the Training of Young Dogs.
In addition, A Development Plan for National Police
Dog Technical Work from 2000 to 2001 was worked out. All these led to increased
scientization, standardization and institutionalization of police dog technical
work in our country.
To promote the development of national police dog work,
the Ministry of Public Security established Police Dog Breeding Management Committee
of the Ministry of Public Security in Nanchang Police Dog Base, and Information
Centre of Police Dog Techniques of the Ministry of Public Security in Nanjing
Police Dog Research Institute, meanwhile it further defined the functions of
the ministry-affiliated police dog bases, research institutes and police dog
technical schools.
In general, the ministry-affiliated police dog bases, research institutes and
police dog technical schools take responsibility of directing their corresponding
regions in police dog technical work.
Specifically, Nanchang Police Dog Base focuses on police dog breeding and preservation
of breeding dogs; Kunming Police Dog Base focuses on such research works as
extension and use of Kunming dogs, training of police dogs and use of them on
the sciences; Nanjing Police Dog Research Institute focuses on scientific research
on police dog techniques and exchange of related information; Shenyang Police
Dog Technical School focuses on training of police dog technical personnel.
There have been 253 breeding dogs of 6 breeds introduced from Germany, France
and Britain for police use, such as German Shepherd, Labrador Retriever, Rottweiler,
Belgian Malinois, Doberman Pinscher, English Springer Spaniel, which have been
distributed to the 4 above-mentioned ministry-affiliated units.
There have been up to 7 breeds of police dogs used in our country, which have
definitely improved the structure of our police dog breeds.
During this time, the leadership of the Ministry of Public Security for many
times heard reports on police dog technical work; Criminal Investigation Bureau
convened a telephone conference on national police dog technical work, and held
the first nationwide police dog technical competition in Nanjing on October
22nd, 2000. These have greatly facilitated police dog work in the whole country.
At present, there are all together 4000 police dogs, 408 unites
with police dogs, and 4300 police dog technical personnel all over the country.
Police dog techniques are widely used in public security works, such as searching
narcotics, tracking, scent identification, searching and apprehending suspects,
searching explosives, controling and preventing violence, patrol etc. More than
10 000 cases of various kinds are solved each year. China police dog techniques
are presenting exciting prospects.
